It feels like there was no way for him to respond without seeming like defending either himself or Obama, which would have caused a reaction he would have had to address, feeding yet another news cycle on "domestic terrorism" as if Obama was associated. He knew to think "I'm damned if I do and damned if I don't, but, most damned if I do - even if EVERYONE chooses to portray me as more damned than I would ever have imagined."
